ASSISTANT MANAGER - COMMERCIAL (PROCUREMENT & SUPPLY CHAIN) - BHAMBORE, SUKKUR

GENERAL PURPOSE:

This position is responsible for procurement of goods and services following established departmental policies and procedures, and optimizing price, delivery and terms. The incumbent does not become heavily involved in the development of specifications, but the work is more complex than buying off the items

Assist management to fulfill entire procurement and audit responsibilities.

JOB RESPONSIBILITIES & AUTHORITIES:

NATURE AND SCOPE OF JOB

The nature of job is management and effective execution of procurement activities.

The scope of job is as follows:

PR – PO Process:

  • Responsible for procurement of goods and services related to Procurement categories.
  • Evaluate vendors’ quotations to ensure that they are in line with the technical and commercial specifications required for the project.
  • Advise internal and external stakeholders on issues regarding purchasing Terms & Conditions.
  • In charge of daily operational purchasing needs such as planning, issuing and following up on Purchase Orders delivery.
  • Resolve supply, quality, service and invoicing issues with vendors.
  • Maintain proper data/ record of all transactions in hard and soft copies.
  • Fulfil other responsibilities and tasks as assigned.

Internal stakeholders’ management:

  • Collaborate with internal stake holders i.e. end user and central support departments to meet procurement and their objectives.
  • Meet end users to understand their requirements, suggest improvements and update upon on-hand jobs related to them.
  • Attend meetings organized by business units as procurement representative.
  • Guide end users in ERP related procurement activities like PR creation, approval hierarchies’ knowledge, new item/ service creation, price change of service items and make service notes to close the PO, etc.

Vendor relationship management:

  • Manage strategic relationship with vendors to establish long term business partnership.
  • Make feasibility of long term partnership with selected vendors.
  • Negotiate with vendors to reduce cost and get maximum benefits for organization.
  • Explore and develop new vendors to create competition and to get better prices and quality goods/ services.
  • Vendor evaluation in the end of fiscal year

Material Management:

  • Provide support to Line Manager for fool proof material management operations.
  • Identify and monitor slow moving material.
  • Effective Implementation of SOP and agreed SLA with all respect.
  • Supervise monthly delivery schedules for stock related items.
  • Monitor accuracy of data in ERP system including quantity on hand, Issuance, Goods Receiving etc.
  • Supervision of Monthly Stock Count and Audit of Batch Management Goods.
  • Approval of Vendors created into ERP.
  • Revision of SOP, SLA, and JD’s of employees as & when required.
  • Ensure the proper compliance of ISO & Internal / external audit by Finance etc.
  • Implementation / Supervision of FEFO (First to expiry – First to out) based issuances.     
  • Effective management of new item code requests and processing in ERP.
  • Supervision of employee’s annual appraisal process.
  • Close coordination with team through internal meetings to resolve their issues / queries.
  • Especially assigned responsibilities:
  • Conduct Internal and External Audit
  • Provide documentation proofs in audit and provide management response in case of findings
  • Risk assessment
  • Attend audit meetings
  • Standard Operating Procedure Review
  • Development and revisions in Standard Operating Procedure SOP in response of audit findings, for improvement of the documentation and efficient procedures.

Qualification: Bachelor’s / Master’s Degree

Experience: Minimum 3-5 years’ relevant experience

Age: Minimum 25 years

Training/Courses/Certification (Preferred): Certification in Supply Chain Management (preferred)
