The board appoints a leader who rose through the service he now heads; Brig. Tarique Quadir Lakhiar (R) completes his tenure
KARACHI, 20 July 2026 — Sindh Integrated Emergency & Health Services (SIEHS) has announced that Lutaf Ali Mangrio has assumed charge as Acting Chief Executive Officer, effective 17 July 2026, following a decision by the Board of Directors and notification by the Health Department, Government of Sindh.
The appointment follows the conclusion of the tenure of Brigadier (R) Tarique Quadir Lakhiar, SI(M), under whose leadership SIEHS extended its footprint to 30 districts and established 1122 and Tele-Tabeeb 1123 as services the people of Sindh recognise by number alone.
Mr. Mangrio’s appointment is notable for what precedes it. He did not arrive at SIEHS in a senior chair. He rose through the organisation through the field, the control rooms and successive operational roles, before serving as Director Operations. He assumes the office of Chief Executive with a working knowledge of the service at the level where it is actually delivered: the call, the crew and the minutes between them.
“This organisation is not run from a desk,” said Mr. Mangrio. “It is run at three in the morning, on a road somewhere in Sindh, by a crew that has to get it right the first time. I have been on that side of the work. My responsibility now is to make sure they are never short of what they need to do it.”
He added, “Brigadier Tarique built this into an institution the province trusts. That trust is the asset. Everything we do from here has to be worthy of it.”
SIEHS confirmed that operations across all services are continuing without interruption and that all commitments to the Government of Sindh and partner departments remain fully in force.
