Mr. Lutaf Ali Mangrio was appointed Acting Chief Executive Officer of Sindh Integrated Emergency and Health Services (SIEHS) in July 2026 by the Board of Directors, with the concurrence of the Health Department, Government of Sindh.
Mr. Mangrio brings more than twenty years of experience in public health, emergency response and large-scale service delivery. Having progressed through successive leadership roles within SIEHS, he most recently served as Director Operations, overseeing the 1122 emergency ambulance service and the Tele-Tabeeb 1123 telemedicine helpline across all thirty districts of Sindh.
His leadership portfolio included fleet deployment and readiness, emergency dispatch, station network expansion, clinical and operational protocols, workforce training and inter-agency coordination. He was also part of the leadership team that secured Accredited Center of Excellence status for the SIEHS emergency dispatch centre from the International Academies of Emergency Dispatch, a distinction held by only a select number of centres in the region.
Closely associated with Tele-Tabeeb since its inception, Mr. Mangrio contributed to the development and expansion of one of Pakistan’s largest free telehealth services. He also represents SIEHS in partnerships with government bodies, academic institutions and international emergency medicine forums, and has authored peer-reviewed research on pre-hospital emergency care and public awareness of ambulance services.
Before joining SIEHS, Mr. Mangrio held senior positions at the Aman Foundation, where he headed operations for the Sukh Initiative, and at the Health and Nutrition Development Society (HANDS), where he served as General Manager and Regional Manager for Emergency Response. He began his career in donor-funded public health programmes.
Mr. Mangrio holds a Master of Public Health in Epidemiology from the Shaheed Zulfikar Ali Bhutto Institute of Science and Technology. His areas of expertise include strategic planning, project management, government and stakeholder relations, emergency preparedness and community health systems.
